NHA releases revised draft of Heath Data Management policy

Stakeholders can submit comments on the HDM policy till 21 May 2022

The National Health Authority (NHA) had finalised and published the Heath Data Management (HDM) Policy for the Ayushman Bharat Digital Mission (ABDM) in December 2020.  Since then, NHA has received feedback from various stakeholders and had learnings from pilot and national rollout of ABDM. Based on these, few revisions in the HDM Policy are contemplated.

The draft with revisions has been released on 23rd April 2022 on the website https://abdm.gov.in/home/Publications under the heading “Consultation Papers”. NHA has requested all the stakeholders to give their comments by 21st May 2022 on the website.

“This Health Data Management Policy is the first step in realising the ABDM’s guiding principle of “Security and Privacy by Design” for the protection of individuals’/data principal’s personal digital health data privacy. It acts as a guidance document across the National Digital Health Ecosystem (NDHE) and sets out the minimum standard for data privacy protection that should be followed across the board in order to ensure compliance with relevant and applicable laws, rules and regulations. This policy will be dynamic in nature and may be revised from time to time as may be required. Necessary guidelines may also be issued for the implementation of the ABDM”, NHA states in a consultation paper

“The NDHE is based on the principle of federated architecture, which allows interoperability between independent and decentralised information systems, while enhancing the security and privacy of personal data of individuals. Such interoperability shall be strictly compliant with the provisions relating to consent, and protection of personal data as set out under this policy. This would be essential to build a trust quotient across the NDHE as well as to ensure that the personal data relating to the health of all individuals in India is adequately protected”, it added.
