Naya Raipur’s 200-acre Medicity to reshape healthcare in Chhattisgarh

A 200-acre Medicity and a 141-acre Pharma Park are set to give Chhattisgarh a new impetus to healthcare services, investment and employment as it seeks to build a healthcare ecosystem.

The two projects are designed to merge pharmaceutical manufacturing, medical education, research and healthcare services into an integrated ecosystem. The move will strengthen healthcare delivery while also creating new avenues for investment and employment in the state.

In December 2024, the state government proposed a project across 200 acres in Sector 37 of Naya Raipur, comprising multi-speciality hospitals, medical colleges, diagnostic centres, hostels, dharamshalas, hotels and other facilities. The Medicity also intends to strengthen super-speciality treatment, medical education and research, creating potential for medical tourism. CM Sai recently announced the development of a 5,000-bed Medicity across nearly 100 acres in Naya Raipur.

The Pharma Park spread across 141 acres, is being built with plug-and-play facilities for pharmaceutical manufacturing, common utilities and logistics support. Infrastructure development is underway and is expected to be completed by December, with an expenditure estimated at around Rs 100 crore in Sector 22, Gram Tuta, Naya Raipur. Ten companies have shown interest in setting up units at the Pharma Park for medicines, ventilators and other devices. 24 developed plots will be allotted in the first phase and production is expected to begin in the next 2 years.

Under the Industrial Development Policy 2024-30, Chhattisgarh has received pharma investment proposals worth Rs 992.53 crore over the last 18 months. Seven plots in the park have been allotted and four projects valued at about Rs 216 crore are in various stages of implementation.

Vishnu Deo Sai, Chief Minister, Chhattisgarh has said Chhattisgarh is developing new sectors like pharmaceuticals, alongside its traditional industrial strengths, as pillars of development. The government’s focus, he said, is on promoting high-quality healthcare services, employment and new technologies alongside investment.

Pharmaceuticals and medical devices have been included as priority sectors in Chhattisgarh’s Industrial Policy 2024-30, with incentives for attracting investment as well as for research and development, clinical trials and technological innovation. The policy gives investment subsidy, interest subsidy, net SGST reimbursement, 100% stamp duty exemption, employment assistance along with EPF reimbursement, and incentives for patents, technology purchase and quality certification.

According to the official investment portal, Chhattisgarh has over 1,500 varieties of medicinal plants and herbs. This creates opportunities for AYUSH, herbal pharmaceuticals and natural products.

Chhattisgarh’s pharma policy contains provisions for job creation, training and technological innovation. The Medicity and Pharma Park are expected to deliver economic impact well beyond healthcare itself. New opportunities will emerge in nursing, paramedical services, diagnostics, medical technology, hospital management and healthcare IT, alongside technical services.

Medical education in the state has also expanded, with 15 government and private colleges presently operating and five new institutions now under development. Institutions like AIIMS Raipur and other hospitals can further strengthen the base for medical research and education.

In Bilaspur, a new medical college and hospital encompassing 800 beds is being developed at Koni. The estimated cost for the same is around Rs 1,400 crore. The project includes 250 MBBS seats, along with plans for PG (postgraduate) and super-speciality courses. Alongside this, it will comprise hostel facilities for nearly 1,700 students, residential facilities for doctors and staff, an auditorium, a sports complex and facilities for attendants of the patients.

Together, the Medicity and Pharma Park signal a shift from viewing healthcare primarily as a public-service sector to developing it as part of a broader investment, employment and industrial ecosystem in Chhattisgarh.
